At least one person was killed when bamboo scaffolding that had completely surrounded a 30-storey residential block in Hong Kong’s Happy Valley collapsed during a heavy rainstorm. The fringes of tropical storm Lionrock lashed Hong Kong on October 8, 2021, prompting the city’s highest-level ‘black’ rainstorm alert and a No 3 strong wind signal signal.
