Sanitizer contains almost 60-90% alcohol content - ethanol and isopropanol. You might be aware that being volatile, alcohol starts to evaporate at low temperatures. The same thing happens with sanitizer as well.
When you rub a few drops of sanitizers on your hands, you fell it cold. The whole science lies in the evaporation of the alcohol molecules present in the sanitizer.
Because of the lower boiling temperature, alcohol starts to evaporate at the room temperature. And when you rub some of its drops on your hands, the alcohol molecules of the sanitizer get separated easily because of your body temperature, and sanitizer starts to evaporate.
When alcohol evaporates, it also takes the heat of your hands along with it. Because of the sudden drop and evaporation of the heat of your hands, you feel cool on hands after applying hand sanitizer.
